About Attorney Tom Woodruff

Attorney Woodruff has been “Helping Injured People since 1969” as a Civil Trial Attorney.

Tom’s family moved from Charlotte, North Carolina to St. Petersburg, Florida in 1944. They drove to Florida in a ‘41 Ford pickup truck. Tom has lived in the Tampa Bay area since. Tom attended local schools in St. Petersburg, graduating from Northeast High school in 1961. Tom received a Bachelor of Science degree from Florida State University, 1965 majoring in criminology and corrections.

Tom stays involved with F.S.U., serving on the National Alumni Association Board of Directors since 1990. He has served on its Executive Committee as Treasurer, Secretary, Vice Chair, and Chair-elect. Tom is presently Chairman of the National Alumni Association. Tom also serves on the Seminole Booster Board of Directors, and the F.S.U Foundation Board of Trustees. Tom is a generous contributor to F.S.U.

Tom received a Doctor of Jurisprudence from Cumberland School of Law, Samford University, Birmingham Alabama, 1969. In law school Tom clerked with the firm of Thomas, Taliaferro, Forman, Burr & Murray (n/k/a/ Burr & Forman LLC), one of Alabama’s most prestigious law firms with over a century of legal history. Tom remains involved with Cumberland through its Alumni Association, serving as National Alumni President (February 1997- February 1999). Tom remains President of the Pinellas County Cumberland Club. Tom established the “National Cumberland Clubs” while alumni chairman.

Tom and his family returned to Florida after law school. Tom clerked with the firm of Gurney, Gurney & Handley in Orlando while awaiting admission to the Florida Bar and then associated with the firm. Tom then associated with the firm of William Whitaker & Associates. Tom and his family came home to St. Petersburg in 1972. Tom served as legislative aide for State Senator John T. Ware, and then delegation attorney for the Pinellas County Legislative Delegation, Tom attended a session of the Florida legislature in that capacity. He then associated with the firm of Ware, Osborne and Hamilton.

Tom established his own firm, Thomas M. Woodruff P.A., in 1975, handling personal injury and civil trial matters. While practicing law Tom also served as a Municipal Prosecutor and Municipal Judge.

In 1976 Tom was elected to the Florida House of Representatives and served until 1988. In his freshman term, Tom was selected a top ten outstanding freshman legislator. In subsequent sessions Tom chaired the Republican Task Force on Drug Abuse. He served twelve years on the Insurance Committee. Significant legislation passed by Representative Woodruff included “Work Fair” requiring able bodied welfare recipients to work, the Juvenile Arbitration Program requiring juveniles to take responsibility for their actions, the Home Heath Care Registration act, protecting those in need of home heath care, Unemployment Compensation Probationary Period act increasing employment opportunities, lowering employers unemployment taxes, and legislation allowing Judges to deny convicted felons early parole. Many states have adopted similar programs as passed by Representative Woodruff.
